Once the organisational culture has been allowed to become totally
degraded through years of corruption, racism and/or neglect, there is no
easy solution - major reform is required, and that requires someone in
power with the will, the budget and the political support to make it happen.
But the alternative, leaving things to fester, leads only to eventual
disaster. If the police forces lose all legitimacy and protests are
ignored or suppressed, that leads to more violence and breakdown of the
social fabric.
